MOSCOW — Russian president Vladimir Putin on Tuesday condemned Ukrainian drone strikes on an oil refinery in southern Russia as “terrorist attacks,” warning they could trigger environmental damage and further destabilize global energy markets.
Speaking at a security meeting, Putin said attacks on the Tuapse facility in Russia’s Krasnodar region reflected what he described as a shift by Kyiv toward “overt terrorist methods.”
“Terrorist threats are on the rise. International terrorist organizations, as well as radical and extremist groups, continue their subversive work,” Putin said, according to state news agency TASS. “We know that the Kyiv regime and its backers have shifted to overt terrorist methods.”
Ukraine has not publicly commented on the latest strikes. Kyiv has previously said its operations targeting Russian energy infrastructure are aimed at weakening Moscow’s military logistics.
Energy Infrastructure Under Fire
The Tuapse refinery, located on the Black Sea coast, has been hit multiple times in recent weeks by what Russian officials say are Ukrainian drone attacks.
Putin said the strikes could have led to “serious environmental consequences,” though regional authorities reported no major damage following the latest incident.
Russia’s Kremlin said separately that attacks on oil storage facilities risk “further destabilization of global energy markets,” already under pressure from tensions in the Middle East, including disruptions linked to the Strait of Hormuz.
Industry analysts say repeated strikes on refining and storage infrastructure could disrupt fuel supply chains and contribute to price volatility, even if physical damage remains limited.
Escalation in Drone Warfare
The overnight attack on April 28 marked the latest in a series of long-range drone strikes targeting Russia’s Krasnodar region, underscoring Ukraine’s growing capability to hit strategic assets far from the front lines.
Russia has, in turn, conducted sustained strikes on Ukraine’s energy grid since the early months of the war, leaving millions periodically without power.
The increased use of drones by both sides signals a continued evolution of the conflict toward infrastructure-focused warfare.
Election Security Concerns
Putin also used his remarks to call for heightened security ahead of Russia’s parliamentary elections scheduled for September 2026.
He said authorities must ensure safe conditions for voters and election officials across the country, including in territories Moscow claims to have annexed in eastern Ukraine.
“It is essential to guarantee the security of everyone taking part in the vote,” Putin said.
He accused Ukraine of attempting to disrupt voting in regions such as Donbas, while also criticizing Kyiv for not holding its own elections under wartime conditions.

The developments come at a time of heightened global uncertainty, with energy markets reacting to multiple geopolitical flashpoints.
Disruptions to Russian oil infrastructure, combined with instability in key transit routes, have raised concerns among traders about supply risks and price spikes.
While immediate damage from the Tuapse strikes appears contained, analysts warn that sustained attacks on energy assets could have longer-term implications for both regional stability and global markets.
